According to paragraphs 17 and 18 of Article 1 of the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons", there are two key types of residence permits:
Temporary Residence Permit
Permanent Residence Permit
1. What Is the Difference?
A Temporary Residence Permit is a document that confirms a foreigner's legal grounds for temporary stay in Ukraine. It is valid for a limited period (usually up to three years with the possibility of extension) and may be extended.
A Permanent Residence Permit confirms a foreigner’s right to reside in Ukraine permanently. It is typically issued without time limitations.
Both documents confirm a foreigner's identity and allow them to legally reside in Ukraine during the period of validity.
2. Key Differences
Criteria | Temporary Residence Permit | Permanent Residence Permit |
Validity period | Limited (usually up to 3 year) | Unlimited |
Employment | Requires a work permit | No work permit needed |
Healthcare rights | Basic access | Full access on par with Ukrainian citizens |
Under Article 11 of the Law "Fundamentals of the Legislation of Ukraine on Health Care", foreigners with permanent residence enjoy the same rights and responsibilities in healthcare as Ukrainian citizens.
3. Why Choose a Permanent Residence Permit?
If you are eligible, obtaining a permanent residence permit has clear advantages:
Unlimited right to stay in Ukraine
Free access to the labor market (no work permit required)
Equal access to healthcare and other public services
Tip: If you qualify for a permanent residence permit, it’s worth applying right away — it provides more legal certainty and broader rights in Ukraine.
